NOTICE OF CITY COUNCIL VACANCY 
The City of Lowell is accepting applications to fill a vacancy on the Lowell City Council for Position No. 3. The term of office will begin immediately upon appointment and expire after the November 2022 election.  
Qualifications: Must be at least 18 years of age and a resident of the City of Lowell for at least 12 months prior to appointment. 
To apply: Send a completed and signed “Volunteer Boards & Commission Application” in person or by mail to City of Lowell, Attn: City Administrator,   PO Box 490, Lowell, OR 97452. Closing date: All applications must be received by 4:00 pm on Thursday, August 26, 2021. Applications received after that time will not be considered. (Postmark is NOT acceptable.)

NOTICE OF PLANNING COMMISSION VACANCIES 
The City of Lowell is accepting applications to fill two vacancies on the Lowell Planning Commission. The term of office will begin immediately. Planning Commissioners are appointed by City Council and serve two-year terms. 
Qualifications: Must be a resident of either the City of Lowell or the Rural Lowell Fire Protection District.

Green waste drop-off program is ended for the year. Saturday July 31 was the last scheduled Green Waste Drop-off of the year. The Public Works Department will no longer receive green waste through the rest of 2021. The Public Works Department will be using the area for scheduled bio-solids removal from the wastewater treatment plant. Staff will evaluate the Green Waste program and decide the best option moving forward in 2022. 

Information on utility assistance program. The City Council renewed the “Utility Assistance Program” through June 30, 2022. Eligible water and sewer customers can receive a 25% reduction in their utility bills through the program. 
Eligibility. To be eligible for the reduction, your annual household income must be less than or equal to the income limits in the following table. Proof of income is required with your application.

Utility fee increase. Effective July 1, 2021, water and sewer fees will increase 3%. This is part of a scheduled increase to keep up with the cost of doing busi-ness for the water and wastewater treatment plants.  
 
City Council and other committee/commission actions:  
At its June 17 meeting, the Parks and Recreation Committee discussed holiday decorations and hanging baskets. 
On July 1, City Council held a second visioning workshop with Wilson Architecture on the Maggie Osgood Library renovation project. 
On July 6, City Council held a work session and special meeting on the following items: 
• Update on Lowell development code amendment project from Lane Council of Governments.
• Reviewed an archeological proposal for Rolling Rock Park renovation.
• Discussed debt financing for Rolling Rock Park renovations and the Maggie Osgood Library project.
• Approved a motion to hire the new City Clerk at step 4 in the pay plan.
 
On July 13, City Council held a special meeting to hear proposals from commercial real estate professionals. At the meeting, City Council authorized the City Administrator to sign a listing agreement with Campbell Commercial Real Estate to market and sell the vacant E. Main Street property. Also at this meeting, Samantha Dragt resigned from City Council to accept the City Clerk position. 
On July 20, City Council held a regular meeting and took the following action: 
Approved an extension of the Utility Assistance Program.
